Chapter 01 · April 2022
The Starting Gun
Twenty sportsbooks. One regulator. Zero precedent. Everything that followed began on a single Monday morning.
On April 4, 2022, the Alcohol and Gaming Commission of Ontario issued the first operating licences in Canada's new competitive sports betting market. Twenty sportsbooks went live simultaneously. Ontarians opened 277,000 player accounts in thirty days and placed $1.08 billion in wagers. The market that experts had argued about for a decade had begun.
In Month One, Ontario generated $43.9 million in gross gaming revenue. By December 2025, a single month would produce $425.4 million.
The early months told a story of pent-up demand. Bettors who had been using grey-market offshore books for years migrated rapidly to licensed operators offering consumer protections, faster payouts, and full tax compliance. Summer 2022 saw steady growth even without major sports catalysts — the NFL had not yet started. By September, it had.
